Congress & the Republicans

I was just watching John Kerry in a campaign speech.
Frankly, I’m surprised to be able to note that he said that “Congress & the Republicans” are about to “lower taxes on the wealthiest Americans.”
Wow. I wasn’t aware that Republicans weren’t in Congress.
So, does this mean that the Democrat Party is Congress? If so, does this mean that they (and Senator John Kerry, presumably as a member of “they”) are going to make the tax cuts permanent? Or, perhaps, they (and again, Senator John Kerry, presumably as a member of “they”) are going to lower taxes again?
Either way, I think this is a win for the American people.
